چکیده
اﻳﺮان ﺳﺮزﻣﻴﻨﻲ اﺳﺖ ﺑﺎ ﺗﻨﻮع ﻃﺒﻴﻌﻲ ـ ﻓﺮﻫﻨﮕﻲ ﺑﺴﻴﺎر ﺑﺎﻻ ﻛﻪ ﻣﻲ ﺗﻮان از آن ﺑﻪ ﻧﺤﻮ ﻣﻄﻠﻮﺑﻲ در روﻧﺪ ﺗﻮﺳﻌﻪ و ﻗﺪرﺗﻤﻨﺪ ﺗﺮ ﺷﺪﻧﺶ ﺑﻬﺮه ﺑﺮد .ﺗﻜﺜﺮ زﺑﺎﻧﻬﺎ و ﻗﻮﻣﻴﺘﻬﺎ ﻳﻜﻲ از اﺷﻜﺎل اﻳﻦ ﺗﻨﻮع اﺳﺖ ﻛﻪ ﺑﻪ رﻏﻢ ﺑﻪ ﺻﻮرت ﻣﻨﻔﻲ از آن اﻳﺠﺎد ﺷﺪه و ﮔﺎه آن را ﺑﻪ ﻣﺜﺎﺑﻪ ﻣﺸﻜﻠﻲ اﺣﺘﻤﺎﻟﻲ ﺑﺮای ًﺗﺼﻮﻳﺮیﻛﻪ ﻋﻤﻮﻣﺎاﻧﺴﺠﺎم و ﻓﺮاﻳﻨﺪ ﺷﻜﻞ ﮔﻴﺮی روﺣﻴﻪ و ﺳﺎﺧﺘﺎرﻫﺎی دوﻟﺖ ﻣﻠﻲ ﻣﻄﺮح ﻛﺮده اﻧﺪ، ﻣﻲ ﺗﻮاﻧﺪ درﺳﺖ ﺑﺮﻋﻜﺲ ﺑﻪ ﻣﺜﺎﺑﻪ اﺑﺰاری اﺳﺎﺳﻲ ﺑﺮای ﺗﻘﻮﻳﺖ اﻳﻦ ﻓﺮآﻳﻨﺪ ﺑﻪ ﻛﺎر ﮔﺮﻓﺘﻪ ﺷﻮد .در ﻣﻘﺎﻟﻪ ﺣﺎﺿﺮ ﻛﻪ ﺣﺎﺻﻞ ﺑﺨﺸﻲ از ﻧﺘﺎﻳﺞ ﻳﻚ ﻃﺮح ﺗﺤﻘﻴﻘﺎﺗﻲ اﺳﺖ، ﺗﻼش ﺷﺪه اﺳﺖ اﻣﻜﺎﻧﺎت ﺑﺎﻟﻘﻮه ای را ﻛﻪ اﻳﻦ ﺗﻨﻮع ﻣﻲ ﺗﻮاﻧﺪ ﺑﺮای ارﺗﻘﺎ ﺳﻄﺢ ﻋﻠﻤﻲ ﻛﺸﻮر ﺑﻪ ﻣﺎ ارزاﻧﻲ ﻛﻨﺪ ﻧﺸﺎن داده ﺷﻮﻧﺪ. ﺗﺄﻛﻴﺪ اﺻﻠﻲ ﻣﻘﺎﻟﻪ ﺑﺮ ﺗﺪاوم ﺳﺮزﻣﻴﻨﻲ و ﺟﻬﺎﻧﻲ اﻗﻮام اﻳﺮاﻧﻲ اﺳﺖ ﻛﻪ ﺑﻪ ﻛﺸﻮر ﻣﺎ اﻣﻜﺎن ﺟﺬب و ﻣﺒﺎدﻟﻪ داﻧﺸﺠﻮﻳﺎن و اﺳﺎﺗﻴﺪ و ﻣﺸﺎرﻛﺖ در ﻓﺮآﻳﻨﺪ ﻫﺎی ﺟﻬﺎﻧﻲ ﺗﻮﻟﻴﺪ ﻋﻠﻢ را در ﺣﻮزه ﻫﺎی ﺟﻐﺮاﻓﻴﺎﻳﻲ دﻳﮕﺮ و ﺷﻜﻮﻓﺎ ﺳﺎﺧﺘﻦ ﻫﻤﻜﺎرﻳﻬﺎی ﻣﻨﻄﻘﻪ ای و ﺑﻴﻦ اﻟﻤﻠﻠﻲ در ﺳﻄﻮح داﻧﺸﮕﺎﻫﻲ و ﻣﺆﺳﺴﺎت ﭘﮋوﻫﺸﻲ ﻣﻲ دﻫﺪ .در اﻳﻦ ﻣﻘﺎﻟﻪ اﺳﺘﺪﻻل ﻣﻲ ﺷﻮد ﻛﻪ ﻣﺪﻳﺮﻳﺖ و ﺳﻴﺎﺳﺖ ﮔﺬاری ﻋﻤﻮﻣﻲ در زﻣﻴﻨﻪ آﻣﻮزش و ﭘﮋوﻫﺶ اﺳﺘﻔﺎده ﻻزم را از اﻳﻦ اﻣﻜﺎﻧﺎت ﺑﺎﻟﻘﻮه اﻧﺠﺎم ﻧﺪاده اﻧﺪ و راﻫﻜﺎرﻫﺎﻳﻲ را ﺑﺮای ﺧﺮوج از اﻳﻦ ﻣﻮﻗﻌﻴﺖ در ﭼﻬﺎر ﻣﻨﻄﻘﻪ زﺑﺎﻧﻲ ـ ﻓﺮﻫﻨﮕﻲ ﻣﻮرد ﻳﻌﻨﻲ ﺣﻮزه،ﻣﻄﺎﻟﻌﻪ ﻫﺎی آذری، ﺑﻠﻮچ، ﻋﺮب و ﻛﺮد اﻳﺮاﻧﻲ اراﺋﻪ ﻣﻲ دﻫﺪ. ﻧﻘﻄﻪ اﺗﻜﺎی اﺻﻠﻲ ﻣﻘﺎﻟﻪ ﻣﻮﺿﻮع زﺑﺎن اﺳﺖ؛ زﻳﺮا زﺑﺎن ﻋﻤﺪهﺗﺮﻳﻦ ﺳﻄﺤﻲ اﺳﺖ ﻛﻪ در آن ﻫﻮﻳﺘﻬﺎی ﻣﺤﻠﻲ ﺗﻌﺮﻳﻒ ﻣﻲ ﺷﻮﻧﺪ .ﻫﻤﭽﻨﻴﻦ ﻣﺴﺌﻠﻪ ﻧﻴﺎز ﺑﻪ اﺗﺨﺎذ ﻳﻚ ﺳﻴﺎﺳﺖ زﺑﺎن ﺷﻨﺎﺧﺘﻲ ﻣﺸﺨﺺ در ﺳﻄﺢ آﻣﻮزش ﻋﺎﻟﻲ ﻛﻪ ﺑﺘﻮاﻧﺪ ﻣﺎ را در ﻣﻮﻗﻌﻴﺖ ﺑﻬﺘﺮی ﺑﺮای ﺟﺬب و ﮔﺴﺘﺮش ﻓﺮﻫﻨﮓ ﻣﻠﻲ و ﻓﺮﻫﻨﮓ قومی و محلی مان قرار دهند.

چکیده [English]
As a Country with enormous ethnic, linguistic and local diversity, Iran has great potential for national development and empowerment. Although usually perceived as a threat to the organization of national government and ethos, ethnic and linguistic diversity could be used towards such aims. This paper, based on research carried out in 2005, tries to show the positive implications of the diversity of Iranian society in the scientific development of the country. The article focuses on the territorial and global continuity of Iranian ethnic groups, which can facilitate trans-border exchange of students and lecturers and increase cooperation with various regional and international science and research organizations. The article argues that the management of higher education has not succeeded in exploiting this potential and, therefore, calls for action in four culturallinguistic regions studies; Azeri, Baluchi, Arab and Kurd. The article focuses on language and calls for a linguistic policy within higher education which would combine international languages, particularly English, with national and ethnic languages.
