Abstract

The purpose of this research is to examine the indicators of good governance from the point of view of the Economic and Social Commission of Asia and the Pacific and the factors affecting resilience in times of crisis. The study platform of this research is a case study of the Lorestan flood that occurred in April 2018. In addition to the theoretical review of cooperative communication and the conceptual review of resilience models, this research deals with optimal governance indicators and their role in resilience. The method of conducting this research is qualitative. In order to achieve the goals of the research, five focus groups were formed based on gender, age, place of residence, occupation and vulnerable groups consisting of flood victims of The Lorestan province. The findings of this research show that the resilience of the society increases with efficient decisions, accountability and accurate and transparent accountability. Participatory communication as a dynamic and horizontal communication served to solve the crisis, but the lack of attention to the media's capacity to raise awareness, the weakness of crisis communication by official institutions, the people's previous mistrust of government institutions, and the weakness of governance components and indicators before the crisis, had a bad effect on resilience. After the flood, this issue has been aggravated due to lack of accountability and lack of transparency and other reasons.
