Futuristic Scenarios of Internet Governance with an Emphasis on web 3.0 Technologies (the Horizon of 1406)

Abstract
The present research aims to outline the future of internet governance in Iran, emphasizing future web technologies while examining the challenges and opportunities ahead. Using content analysis and Delphi techniques, 37 challenges and 23 cultural drivers have been identified. Additionally, two key uncertainties—"rapid technological changes and the emergence of new technologies" and "changes in power structures and domestic policies"—are considered influential factors in the future of internet governance.



Based on this analysis, four potential scenarios for internet governance by 2027 have been outlined, which can serve as a roadmap for addressing future challenges and capitalizing on opportunities in the realm of emerging web technologies.



Global Standards Convergence: Iran moves towards more open and transparent governance by adopting international standards and investing in IT infrastructure, leading to increased engagement with the global community and accelerated economic growth.



Centralized Control: This scenario involves heightened surveillance and censorship.



Limited Interaction: Focusing on the development of domestic technologies and supporting local producers.



Disorder and Uncertainty: Characterized by an increasing digital divide and declining public trust in the government.



The results indicate that the future of internet governance in Iran relies on various factors, including policymakers' decisions, technological changes, and social transformations. To achieve a desirable future, it is essential for Iran to develop a comprehensive and long-term strategy for internet governance, considering the challenges and opportunities ahead.
