Abstract

Public diplomacy is one of the most important and prominent issues related to political relations and international relations in general, and with the existence of information and communication technologies that span time and space, it has become more important and functional. Emphasizing culture and values, public diplomacy seeks to shape people's identity and mentality, and the Islamic hijab in this context, with its effect on the minds of the audience, leads to an effect on public diplomacy that is not necessarily limited to official channels. What the main question of the research seeks to test is: How does the Islamic hijab strengthen the public diplomacy of the Islamic discourse? And its proposed idea is as follows: the Islamic hijab as a non-verbal symbol strengthens the public diplomacy of the Islamic discourse through non-verbal symbolization and positive imagery against competing discourses. The most important achievement of this research is that the hijab is effective in the way of institutionalizing the cultural values of the Islamic discourse in a non-verbal and visual way, in its symbolic aspect in public diplomacy, therefore, as a non-verbal symbol and a cultural-value component, it is effective in introducing the Islamic discourse because It plays a role in the world by creating a positive image in the minds of different countries and influencing new Muslims and non-Muslims in European countries.
