Abstract
Writing on bills is a relatively recent phenomenon which is given different interpretations, but it has not been studied scientifically. This investigation is intended to study conceptual reconstruction of actor’s experiences in order to figure out qualitative method. Performing this investigation, 26 interviews is conducted. The results showed that reacting to their “limited structure of political opportunities”, ”problems with relationships”, ”living pressures and stress” and “complex and privation” actors tend to write on bills. In the meantime, “lack of codes” acts as an escalation and “foreign media” acts as interfering situation. Actors consider bill-writing as their strategy in order to “have relationships with others and get attentions / reconstruct social capital” and build a new way to contact with others”. They look at bills as a tool for “objections”, “hidden political actions”, “mental release” and “having fun”. They suppose that the advantages of bill-writing are turning bills into “a kind of media”, “hidden resistance” and enlightening; and the disadvantages at this action are “damaging economy” and “bad display of national culture”. central categories has been revealed, namely “constructing a new web as an alternative method to limitations”.
