		<Abstract>Mass media, including television, play the most important role in developing and entriching the civil society and improving people&#039;s knowledge in the national level. This paper focuses on the meaning of civil society and its characteristics with consideration of finding implications on the requirements of implementing covil society in our society. &lt;br /&gt;Building upon students’ knowledge and ideas from their personal and  social characteristics, we studied their openness to cultural, social, and political changes and their abilities to accept roles in implementing civil society. &lt;br /&gt;Based on cluster sampling method in 3 levels, we selected 506 students as our respondents. Our findings suggest that that 85 % of participants believe that accepting new ideas is possible when media is used properly as a toll of change. Also, 79.2 %  of  our participants believe that having more responsible and expert people in charge is necessary to a more efficient governance of the country. Finally,  65% believe in the importance of ruling the law. The higher their level of education is, the more the students are ready for change and prepared to participate in social and cultural affairs. Our findings also suggest that there is no meaningful relationship between accepting citizenship rights and responsibilities and the field of study.</Abstract>
