Authors divid the mentioned half a century into two periods of centralized and decentralized periods of power, and they found that the total number of cartoons accessible during the targeted 50 years reach 296 items. A discourse analysis of 40 items of these cartoons indicated a difference between two periods of power. The study found gender confrontations, a main theme in cartoons displayed in the centralized period, are diminished in the decentralized period. By the same token, the prevalence of sexual words, references, and drawings, in the decentralized period is less than the centralized years. In the centralized period, foreign policy is more salient than the interior policy and criticism doesn’t go beyond high prices, poverty, transportation problems, and educational costs. In contrast, during the centralized period, the high circle in political power is characterized as sacred and immune from criticism. This holiness decreases when the authors face the decentralized years. These findings are consistent with the media dependency theory. According to this theoretical explication, the amount of information and its worthiness, as well as the degree of freedom of expression, are dependent upon the surrounding social structure.}, keywords = {Freedom of expression,Editorial cartoon,Toofigh Magazine,centralized period,decentralized period}, title_fa = {مطالعه تطبیقی آزادی بیان براساس کاریکاتورهای هفته نامه توفیق در دو دوره تمرکز و تکثر قدرت}, abstract_fa = {تلاش نویسندگان این مقاله، مطالعه آزادی بیان در کاریکاتورهای هفته‌نامه توفیق (1301 تا 1350) است. به این منظور، پس از مشاهده کل کاریکاتورهای در دسترس در دوره زمانی یاد شده و طبقه‌بندی آنها به دو دسته بر اساس تعلق به دوران تمرکز و تکثر قدرت، مجموعه‌ای با 296 کارتون حاصل شد. تحلیل گفتمان فرکلافی 40 کارتون[1] از این مجموعه تفاوت آشکاری بین کاریکاتورهای دوره تمرکز قدرت و تکثر قدرت را نشان داد، این تحقیق مشخص کرد، استفاده از تقابل‌های جنسی و جنسیتی بین زنان و مردان، که مضمون اصلی دوران تمرکز قدرت است، در دوران تکثر قدرت حداقل است، ضمنا ادبیات جنسی نیز که در زمان تمرکز قدرت کاربردی حداکثری دارد، در ایام تکثر قدرت، عمدتا به عنوان یک ابزار و نه یک ژانر، به بیان محتوای سیاسی همه فهم می‌پردازد. همچنین در زمان تمرکز قدرت، به سیاست داخلی کمتر از سیاست خارجی پرداخته شده است و انتقاد به مضامینی مانند گرانی، فقر، مشکلات حمل و نقل و هزینه‌های تحصیل خلاصه ‌می‌شود اما در دوران تکثر قدرت، انتقاد از حوزه اقتصاد به حوزه سیاست منتقل می‌شود و در آخر قدرت قدسی سازی شده در دوران تمرکز قدرت، در ایام تکثر قدرت، قدسی زدایی می‌شود. این شواهد همه در راستای نظریه وابستگی رسانه‌ای است که براساس آن میزان و نوع اطلاعات ارایه شده در رسانه‌ها و همچنین درجه آزادی بیان رسانه‌ای تابعی از ساختار اجتماعی محیط بر رسانه‌هاست.
